This is a striking reproduction of a WWI French propaganda poster by Basté, created with the intention of selling war bonds to support the effort against Germany, Austria-Hungary, and Italy. The image shows Liberty with sword drawn, dropping heavy bags of money atop a soldier of the opposition. Each bag of coin is labeled with a different a bond issue. In the background, an unidentified city and its people lay in ruin.
The Banque Industrielle de Chine was a French bank with its main activities in China and French Indochina. It was created in 1913, expanded rapidly, but collapsed in 1921.
